The Problem
When trying to subscribe to ChatGPT Plus or any paid OpenAI plan, you get this error:

The payment gets declined without a clear reason. This is a very common issue, especially for users outside the US, and it has a few well-known causes.
Common Causes
- Your bank automatically blocks foreign-currency or overseas online charges (fraud protection).
- Your card isn't enabled for online payments.
- The billing address you entered doesn't match the address on file with your bank.
- You're using a prepaid or virtual card that doesn't support recurring subscriptions.
- A VPN is making your detected country mismatch your card's country.
- Insufficient funds or an expired card.
Step-by-Step Fix
- Call your bank and ask them to enable international/online payments on your card.
- Make sure the billing address in your OpenAI account exactly matches your bank's address on file.
- Try a different card (a standard Visa/Mastercard works better than a prepaid card).
- Turn off any VPN and try on your normal network connection.
- Remove the old card from your OpenAI billing settings and add it again.
- Try again later — sometimes it's a temporary issue on the bank's or Stripe's side.
- If it still fails, contact OpenAI support at help.openai.com.
